| Goals | The aim of this course is to examine the role of local governments in promoting, developing, and sustaining sports from a public administration perspective, and to enable students to understand the institutional structure and functioning of this field. Within this framework, the course aims to equip students with the ability to analyze the distribution of responsibilities between central and local authorities, and to evaluate the planning, delivery, and assessment of sports services from a multidimensional perspective. Furthermore, the course adopts a comparative approach by examining local government practices in Turkey and other countries, aiming to develop students’ critical perspectives on policy analysis, governance, and public service delivery. Recent research indicates that local government investments in sports significantly contribute to public health, social cohesion, and quality of life. |
| Course Content | This course provides a comprehensive framework addressing the role of local governments in sports from conceptual, legal, and practical perspectives. The course content includes: Fundamental concepts and theoretical approaches to local governments Historical development of local governments (in Turkey and globally) The necessity and role of local governments in public service delivery Structure of local government systems in Turkey Legal framework of sports within local government legislation Sports-related activities of villages, provincial administrations, and municipalities Sports services provided by metropolitan, provincial, district, and town municipalities Sports policies of local governments in the European Union, the United States, and other developed countries Planning and management of sports services at the local level Social impacts of sports (public health, social cohesion, quality of life) The course integrates theoretical knowledge with comparative analysis, aiming to develop students’ ability to evaluate local government sports policies, compare different practices, and interpret them from a public service and governance perspective. |
