Goals • to give the birth and development of social policy with a historical perspective, •to review debates on scope and concept of social policy , •to discuss national and international forces which are effective in social policy formulation in the case of Turkey. the contributions of social work profession in creation of social policy • to teach the role of planning in regulating and operating the social welfare field
