Goals The aim of this course is to systematically teach students the organization and functioning of the administration, the human and material instruments used in the delivery of public services, administrative liability, and mechanisms of administrative oversight, with a focus on the principle of the rule of law governing administrative action, and to ensure the comprehension of fundamental concepts. Within the scope of the course, the structure of the state and the relationship between the state and the individual are addressed through classical administrative law theories as well as emerging approaches in the doctrine, supported by current legislative developments and selected examples from judicial decisions. In this way, it is intended that students acquire both a solid theoretical foundation and the ability to evaluate administrative disputes in light of up-to-date case law and legislation.
Course Content This course covers the concepts of administration and administrative law, the nature of administrative functions, and the sources of administrative law. The Turkish administrative organization is examined within the framework of centralization and decentralization principles, and the structure and functions of public institutions as well as regulatory and supervisory authorities are analyzed. The activities of the administration, including administrative acts, public services, law enforcement functions, and administrative contracts, are evaluated together with their legal and economic implications. The course also addresses administrative liability, oversight mechanisms, the administrative judiciary system, types of administrative cases, and the resolution of administrative disputes.

11 Conducts interdisciplinary evaluations by following current legislation and case law.
