| Goals | It is aimed to examine and compare the importance, development and contents of the Constitution, Decree Law on Special Education, regulations, circulars and laws regarding individuals with special needs in international and national dimensions |
| Course Content | Basic Concepts: The historical development of policies and legislation for people with disabilities and special education in Turkey; Current Policies and Legal Regulations; International Policies and Legal Arrangements Regarding Persons with Disabilities and Special Education; Applications Applications of the world's Importance in Turkey; International Conventions to which Turkey is a party; General Paradigm Change for People with Disabilities; Compliance Problems Between Policies, Regulations and Applications. |
