| Goals | Understanding the public personnel system in its entirety, holding the historical and social foundation features of public personnel management, being able to deal with issues such as the principles shaped in personnel management, responsibilities of public personnel, criminal proceedings, restrictions, the retirement system on a legal level, understanding the union rights of public servants, and the concepts of ethics in public administration. To be aware of and capable of analyzing reform attempts in Turkish and EU countries public personnel management. |
