Goals Understanding the public personnel system in its entirety, holding the historical and social foundation features of public personnel management, being able to deal with issues such as the principles shaped in personnel management, responsibilities of public personnel, criminal proceedings, restrictions, the retirement system on a legal level, understanding the union rights of public servants, and the concepts of ethics in public administration. To be aware of and capable of analyzing reform attempts in Turkish and EU countries public personnel management.

1 Has the qualifications to work at various levels of management areas such as human resources, public relations, financial management and auditing of public institutions and organizations.
2 He has a good command of the concepts in the field of public personnel management and can analyze reform efforts in public personnel management in Turkiye and / or EU.
3 Have information about the employment types, recruitment, and personal rights of public officials.
4 Gain knowledge about the union rights of public officials and ethical concepts of personnel management.
