Goals The theoretical framework of the concept of metropolitan governance, the historical development of metropolitan governments in the world, to learn new urban definitions, to comprehend the concept of smart city and its components, to examine Smart Cities in Turkey and in the world and their rankings and Smart City Application Examples. To comprehend metropolitan governments in Turkey, smart city applications in the world's leading metropolises and Istanbul City Examples.
