The aim of the program is to train professions needed by the provincial population and citizenship directorates and district population directorates, who have high communication skills, who have knowledge of the relevant legislation, who are able to use the computer and other equipments, who knows Ottoman Turkish at advanced level.



The fields of study of the students who will graduate from the Population and Citizenship Program are the provincial directorates of population and citizenship, district directorates of population and other public institutions and organizations.

The aim of this program is to educate professionals who have high communication skills, who are competent in population and citizenship legislation and other related legislation, who have the ability to use computer and other equipments and who know Ottoman Turkish.

To be a preferred leading program that know the çivil registration and citizenship procedures and raising   qualified and competent personnel in accordance with expectations of population and citizenship directorates.

Students who successfully complete this program are entitled to associate degree in Population and Citizenship.

This program that provides associate degree education.
[] Admission Requirements
The admissions of students to the programs are made according to the Student Selection and Placement Center (OSYM – University entrance exam) within the framework set by the regulations of Higher Education Council (HEC). After students inform the Student Selection and Placement Center about what programs they want to study at, students are placed in the related programs according to their scores they got from the exam. Graduates of related vocational high schools can enroll in the department within the framework set by the regulations of Higher Education Council (HEC).

Civil Registration and Citizenship Program accepts students according to type of TYT point. 

[] Course's Contrubution To Program
Students must successfully complete all the courses in the program (122 ECTS in total) and have at least 50 points out of 100 in each course. They must obtain a GPA of at least 2.00 out of 4.00. In addition, they are required to pass at least DD grade from all courses envisaged in the curriculum. Students are also required to complete their compulsory internship period.
[] Recognition of Prior Learning
Students enrolled in DU might be exempted from certain courses within the framework of certain regulations. A student can be exempted from a certain course provided related course content previously received from another institution complies with that of DU, which is subject to approval and verification by the Board of faculty/graduate school/school.

Recognition of Education Abroad

DU recognises academic terms and courses studied by a student that has been involved in an exchange programme for one or two terms at the universities with which a partnership was established.

Students that are selected to avail themselves of Student Mobility for Studies under ERASMUS are obliged to draw up an education agreement with relevant ERASMUS Unit Coordination prior to the mobility term. The education agreement demonstrates the courses to be studied at the partner university the student intends to go, as well as appropriate ECTS credits.

In addition to this, students shall be asked to issue a Recognition Sheet, which refers to the equivalent of foreign courses in DU, so that the credit transfer is planned and approved.

At the end of the exchange term, the courses studied abroad are recorded and demonstrated in the transcript, together with the original course codes and names and ECTS credits. Pursuant to ERASMUS Programme and Collaboration Agreements concluded thereunto, official transcripts will quote, an abbreviation signal of ET, European Transfer, for the courses studied abroad.

The Civil Registration and Citizenship Program educates graduates capable of conducting the operations of the Provincial Directorates of Population and Citizenship in accordance with the legislation, having strong social relations and communication, having a sense of responsibility, respecting human rights and thinking analytically.

1 Being conscious about principles of Atatürk, patriotic, fond of Turkish Independence, adhere to national and spiritual values.
2 To know the structure and rules of Turkish language, to use Turkish properly and effectively.
3 To know the basic concepts and development processes of the civil registration and citizenship field and to aim for continuous development in the field.
4 To have knowledge and skills about the operations performed in the service units of the Provincial Directorates of Civil Registration and Citizenship
5 To know their legal responsibilities and to follow current population and citizenship legislation.
6 To have the knowledge of a foreign language to follow the literature and innovations about civil registration and citizenship legislation.
7 To know Ottoman Turkish at a level that can read and understand population transactions and other historical documents
8 To be able to make civil registration and citizenship transactions in computer and internet system
9 To have confidentiality and professional ethics knowledge and awareness as civil registration and citizenship profession staff
10 Having the consciousness of working in the service sector, to communicate effectively with the people they serve, having basic knowledge in the field of human resources with an understanding of team work.

[] Professional Profile of Graduates
Graduates of the Civil Registration and Citizenship Program will be able to work in the field of office and administrative services in the Provincial Directorates of Civil Registration and Citizenship and the District Directorates of Civil Registration.
[] The Upper Stage of a Transition

Those who successfully complete the associate degree program of Civil Registration and Citizenship are entitled to become professionals of population and citizenship. In addition, if they are successful in the vertical transfer exam held by OSYM, they can transfer to the related undergraduate programs.

[] Program Structure

The total amount of national credit required by the Population and Citizenship Program students is 79 that 16 of these credits belong to elective courses.
The total amount of ECTS credits is determined as 122. The duration of the Social Security Program is 2 years.
